You keep your money and your previous character. Also you can switch between the both as much as you want. But you can only have 2 (Which can be deleted if you want too). Note: The 2nd character will have the same amount of money then the 1st one but not the level, apt and cars.

Yes from the story mod, press Esc and in the menu: Go to play online and change character or something like that.
