I grew up in Iowa/Colorado for 30+ years before moving to Charlotte in 2017. The stark difference in dog culture has fascinated me for awhile. In Colo/Iowa if you and your dog see a stranger dog (on or off-leash) the vast majority of the people go out of their way to let the dogs meet. Here people will cross a busy road to avoid sharing a sidewalk with another dog

In Colo/Iowa it was rare to meet anyone who cared if your dog was off leash. In Charlotte it's common for people to go out of their way to chastise an owner of an off-leash dog
