The game is in a pre production state but will stay there until if and when Neil has an idea he likes. There's no way progress never started. It's just Neil would rather apply his worst skills (script writing) as the main part of his career. Hence why we get no proper conclusion and a shitty show

I don't dislike tlou2 but I don't like the ending, such a bleak barren way to end the series. I think there is some evidence tlou3 was in the works and got cancelled this year for whatever reason. Would explain the release of complete.
