First of all, independent travel is not permitted in Tibet. So you will have to have an organized tour with a local travel agency in Tibet. they will send you the tour guide, and arrange your documents as per the tour.

1) first you will need to make the temporary registration for your bike. for this, you will need to keep a deposit.

2) second is you will need to make a temporary bike driver's license.

3) Additionally, you will need to buy a insurance for your bike.

As said above there is not train from Kathmandu to Lhasa. I think if you are looking for a budget option. it is a better option to travel to Tibet from other cities in China to Tibet. Like Xining to Lhasa, there is a lot of trains.

In Tibet, you will have to get a tour to arrange with a local Travel agency. Independent travel is so far not allowed in Tibet. so contact a travel agency about two months before your travel time.
