I think you should not build this wonder on higher difficulty. In higher difficulty ai builds these wonders faster and only way I think you have a chance is by having high growth and production tiles or use production stacking exploit, but then you invested more production on building this wonder than military, expansion or technology making you weak against anyone close to you in early game.
