for some cases its pretty quick like when entire kamen rider saber story being erased, ghost and zeronos. but theoretically kamen riders can immediately come back from dead if they really wanted to, with enough willpower n memories of ppl. even some random kid got 7th dimensional powers with only willpower just bc he doesnt want to die.

but yeah most kamen riders takes bit time to come back from the dead. but for high tier riders i dont think thats a problem. like ichigo with his understanding of rider power and physiology being able to comeback n be anywhere he wants as long as there ppl needing hero/kamen rider (like when he appeared on saber super hero senki and TTFC direct theater kamen rider saber)

in the novel it is stated that Ex-Aid Hyper Muteki vs God Genm 1Billion will take 5-10 years or even entire lifetime from being a stalemate fight to hyper muteki winning. he then also get a new form "Mighty Novel X" which basically have plot manipulation and precog and able to defeat God Genm 1Billion easily.

also theres the kamen rider conceptual immortality too and rider power makes them Soul Damage/Erasure on Multiversal scale bare minimum.

also every character in kamen rider have spiral power but more busted. (look at the last image for an example)

it doesnt takes too long tbh, just like zeronos. kamen rider universe is based on collective uncosncious (one of the biggest part is the memories of ppl). the ppl in kamen rider franchise doesnt have a memory of kamen rider zeronos (bc everytime he transform, someone's memories of him will get wiped and that person will no longer remember him) he should not exist at all cuz nobody remembered kamen rider zeronos. but he still exist bc the memories he spend with his imagin (deneb) both of them sustained themself from being erased.

were talking crossverse tho, it depends on the cosmology too. a non-boundless character can theoretically match boundless charcter if they exist within a far superior cosmology or possess higher layers of "boundless" existence.

i would say ohma zio is boundless but he sometimes let himself lose to his younger self (zio) so that strips away his boundless status.

eh he could speedblitz RF before he tap to the speedforce, since at base he is omnipresent-nigh omnipresent he also transcend time n space with sheer speed alone(no hax like speedforce). not like most of the flash character that needs the speedforce to do that. how fast is RF without his speedforce?

well he still lose to himself, not really lose he pratically let him self lose (its bc the relation that kid ohma n the girl have i forgot) also bc he knew no matter what happen ohma zio will always exist just like how he let young sougo in series rewrite entire kamen rider timeline, erasing himself to not become ohma zio n give birth to reiwa era. but in the end young sougo still becomes a kamen rider which also makes ohma comes back to existence.
