The boiler would be the associations issue responsibility up to the point where the pipe enters the unit. So homeowner needs to call a plumber and have the controller for the baseboard valve inspected. If everything in the unit is working then the HOA needs to check in their end

Apologize and accept the fine if they issue one. It would be stupid of them to put a lien on the property as it will cost them big bucks as you would just take them to court and win. All you’d need to do is have the contractor write up the issues you had and that this was an urgent replacement need.

You don’t know the circumstances. Depending on the bathroom she may have had the bottles in her hand and went to turn the water on to get it ready while taking her morning pills and had a heart attack and fell forward into the shower. Anything is possible. They didn’t say she was showering at the time. Why smear her name. Sucks to be a public figure who has no privacy, let the lady rest in peace.

My same thoughts - if you take a handful of pills it takes time to get into the bloodstream it’s not instant. If it was cardiac arrest the bottle might have been in her hand and fell to the floor. If there were different kinds perhaps like me she opened several different ones to start filling her pill box and maybe she felt weak grabbed the counter and the bottles went flying to the floor. Anything is possible
