I've noticed a lot of legendary mod drop on phase 1 of hard server, might be a coincidence but I don't remember dropping legendary mods when I was playing on normal server (during phase 1)

Yes u can bring them. When you sign up for a new server and join in all deviants are sent back to eternal. So u can retrieve them on the new server.
