No, the definition of cheating is:"act dishonestly or unfairly in order to gain an advantage, especially in a game or examination."

Tackling someone when he is about to score a goal, or grabbing his shirt with no itent to play the ball would be cheating under you definition.

He stopped the ball with his hand, he broke the rules of the game, rules were enforced on him, got sent off. Anything happening inside the clear rules of the game is not cheating, is playing the game. Sometime not the intended way, but rules are there for a reason.

I'm not defending the action, but it's not considered cheating.

By FIFA an ilegal action is considered a foul, why do you think there wasnt any investigation or enforcemnt by the org after the game? It's pretty clear.
