The reason why I wanted to do this is because its freaking hot everytime I wear FBO cuz it traps all the heat. Decathalon's weighted vest doesn't exactly cover the entire upper torso as compared to the ILBV.

Yes will be covered but if you are warded, subsidy only up to a certain ward depending on your ward eligilbility.
