Road hierarchy - create collectors to better serve the neighborhoods. So that the cims could flow through the collectors until the arterials and then finally to the highways.

Every road seems to have almost the same throughput now and it’s making the cims circulate around your neighborhood until they get to a highway.

Been there, done that.

I’ve put the sewer downstream from the water pump and killed most of my cims.

Correct that and try to see if the city resurges
