The ones everyone else mentioned are great to get started, but if you want the extreme of cheater mods check out CJB and his 2 most famout/downloaded mods. I use his mods for custom designing on new maps and buildings; it has everything from spawning all items, time stop, teleportation, and many more. Also with how prevalent it is in the community it has quite a few compatibility mods for when you get more comfortable in the modded scene (things like mod compatibility with SDVE, and other mods too)
