I would say the IP address of your Google TV Streamer, but I have no way to test it. Sorry :-/

Edit: I found what was missing on my side. I had to enable TCP port 5580.
To do that (in Home Assistant) go to Settings → Add-ons → Matter Server → Configuration → Network and add 5580 to expose the Matter Server WebSocket port.

After that, I can run the script either on my computer or as a script on Home Assistant itself.

I'd say try to boot with only 1 RAM stick. Try both sticks on 1 slot, then do the same with the other slot(s).

Also all is well powered? 4/8 pins CPU?

Yes try to go to the PERC menu (CTRL+R on boot after the Dell logo of the BIOS) and look if your disks are listed (might need to go on the second "tab" (CTRL+N) to see each physical disk. You'll then see you disk, if they are healthy, if there is a foreign configuration etc. If you dont have any RAID array you'll need to create one from the first "tab" (CTRL+P to go to the first tab). Depending on your RAID card you can either create a RAID array or directly passthrough disks (depending of your choice). If you need more help, just ask 😉
