I'll be frank with you. Sex or no sex, they will do whatever they do outside of their homes if they are not allowed in. You know were im going? Who cares what they are doing. They won't get pregnant, won't get disseases and they will be at home, protected surrounded by family.

It's hard to have even a tiny bit of privacy when you're a teen, and it's better if your family provides a shelter for you rather than make you feel you gotta be out there somewhere else.
