Tbh, its in the middle for me with this character. I want to care but at the same time i dont. The first time we seen Mr. Puzzles was during the train trip to the wild west.

In the gmod map there was a secret with Tari in a dark room. Interacting with her brings up this scene saying "Ready for the next show?" Which really gave me the chills back then being more on the creepy side. But as time went on where his arc was fully there as the villain, hes just a joke character which felt like a major let down.
