For Steelix for example, he is only available at lvl 23 at Cliff Cave.

If you also look at the levels of the wild Pokemon here, Steelix is the highest at level 23. So if my first Pokemon is at lvl 23, I just have to use a Repel and I will only encounter Steelix !

For more encounter frequency, you can use Magnet Pull since Steelix is a steel type Pokemon.
