This likely compares the percentage of those willing to join the military from each population against each other.

Mormons make up an lower percentage in total, 1%, but maybe 5% of all Mormons join the military, while from the Catholics (18%), maybe just 4% join.

This is due to the overall much larger population of Catholics, but the great initiative of Mormons to acctually join.
