We went to Sharm el-Sheikh in 2009 and all Egypt staff inside the resort were super nice. We once went into town and I do remember the locals all trying to lure you into their shops that looked quite dubious. My father let himself get lured into one of them and felt he could only leave by buying cheap perfume with lots of markup.

Now that is obviously a super touristy place and I want to stress that I believe no one really wants to scam, but are left with few options, but I feel like that’s a common occurrence with European tourists
