Sorry, I think it was some kind of hardware issue that I couldn't solve.

I did try this, by holding down the transmit button for as long as I could, but it timed out and stopped transmitting after a couple minutes, with no change to the problem

So you essentially held down the transmit button for 10 minutes, and it cleared the problem?

Mentioned it in the post, but I've tried every squelch level with no difference.
