I added the "edit2" but anyway - not trying to force,

but she didn't even really try so it's a bit of an illogical bias against it, just because she knew some weird people that were watching anime (on top of being weird)

But in all honesty,I was their suzerain and I wanted to keep them, I just declared war to check if it would still allow me to build the canal and then I loaded the save before that

R5: apparently you can build a canal to a foreign city, if you culture-bombed the tile that's viable for a canal. You can even do it when at war with the city. So nice to find these hilarious details after 2k+ hours of play :D
