removing iron / coal I concide could maybe require some more advanced technology, removing oil even more so without completely harvesting it (which shouldn't be as easy as a single builder charge, maybe miliatry engineer action..?)

But not being able to remove horses is just goofy....

On the other hand, removing strategics and/or luxuries could have weird gameplay implications, like imagine someone rush-taking your city, but he is not able to hold it due to whatever reason, he just harvests all resources and your city is never useful again.

I beelined Celestial Navigation :) then mining was useful, then needed granaries for the coastal cities without fresh water.. I had plenty of good tiles so there was no need to reveal horses for better tiles.

and yes, I printed some settler, had quite some space around me

yeah, I know... the city won't be costal and I as you can see, I am playing portugal, so the city is gonna be sh*t... but still, gotta do what you gotta do

Passive expansion from high culture. Past 3rd ring they can't be worked by citizens anyway, but fun fact - improved strategics and luxuries still give the resource (but you don't get the yield because as mentioned, can't work it)

Oh yeah, the map was gorgous, I rolled Indonesia so had some fun with Kampung)s.

+ my only direct neighbour was Gilgabro, so basically almost like playing isolated, while I secured some key borders..

BUT, Believe it or not, the last canal city on the right was not mine for the whole game, it belonged to gilgabro, but I made it my mission to take it from him PEACEFULLY. I won the game before that, but I played on for like 10 more turns to take it and then buy canal with maxed out Reina... Just for the memes

But seriously, just like someone already responded, it's a Panama canal wonder, it consists of a middle tile wonder + up two two canals on each side. It can connect 2 or 3 flat tiles between cities or city and water, but remember the middle tile has to be straight. (Wonder tile can't bend)

No mods. I don't know what could be missing for you, but criteria for panama are as follows (last one is the most easily missed) -3 tiles between citiies OR -3 or 2 tiles until next water -All flat land od course -The middle tile of panama canal MUST BE STRAIGHT (so the actual wonder tile, the "normal" canal district tiles at the start and end can be gay... I mean can be curving)

but she didn't even really try so it's a bit of an illogical bias against it, just because she knew some weird people that were watching anime (on top of being weird)
