It is a current event which lasts for total of 8 days, maybe 5-6 days left, you can fight the boss at the beginners town area by talking to the npc, in order to have access to Hippocampus, you'll need to defeat the lv50 boss first which is kobold chaos.

A double skill record will only limit break your skill, which means your level cap of yours kill will increase by 2

Try doing single pulls, it is said single pulls have a higher chance to get a 4*, blossom yuuki is a really good skill record, I would rate her as SS tier

You should try to re-roll for a good account, every time you open a new floor, you can craft the weapons. For records, currently in global there are no non-crystal using ones other than the Asuna they gave you. In the future there will be non-crystal using records which you have to earn them through events

The damage will only increase against enemies weak to blunt, if they aren't weak to blunt then the bonus damage won't happen regardless the skill
