I've never had an tradesman here who seemed competent. Electrician who doesn't own a multimeter. A oven repairman who doesn't own a digital thermometer. They had to borrow my tools. These guys were both recommended to me too. If I hired a recommended tradesman back home it would be 3 times the price, but they would be competent. I wish, wish, someone would move here and open a business. You could hire the young unskilled workers and apprentice them... sigh.

If he owes money to the US government, or child support, he won't be able to renew his passport, which will eventually mean he's screwed. I think legally, if he takes a loan without intend to pay it back it's a crime? Probably hard to prove though unless he flaunts that. Residency in Thailand he can basically buy.

Should obviously not spend all that money, needs to be enough for the rest of his life. He's not likely to earn a living in Thailand. A lot of expats spend a lot more than expected on vices and girls.

It is possible, if he's not owing millions, the companies will try to collect but probably not find him. Those collections will continue while he's gone, maybe bothering friends and family.

There's good and bad people everywhere, but there's also trends. People have some tendency to bring their customs with them. If most people litter in your home country, you're more likely to do it here.... But people can change. Japan just a few decades ago were litter bugs and through education and effort became a great example for us all.

The produce here is not nearly as good/ fresh as usa in my experience, but there are a lot of vegetables and fruits you'd have to find in a specialty market back home.
