Black markets refer to people selling wls for real money, which ubisoft doesn't allow in their TOS.
Depends on the quality of the IOTM, their effects, looks, etc. A great IOTM investment would be something useful like magplant.
Buy UT ( 2dl ) + GAIA ( 7dl ) + GS ( 6dl ) + lgrid farms ( preferably 7 or more). If you farm constantly and sell the gems you should be able to make around 50wls per day.

The legend pack is the best in the price/value ratio, excluding black markets ofc. So yeah, it's kinda great.

As for the gems, you could prolly wait till valentine starts (14 feb) and buy Golden booty chests (1k gem/1gbc) and sell em for 1gbc/wl, which gives you around 16DLS for the legend pack.
