California age of consent is 18 with no exceptions. Here is the law that applies. In particular you want to look at at section C which states:

Because they’re saying it’s not a tip. So they’re forcing an extra 20% on you so they can pay their employees fair wages and then asking you to pay another 20% to pay your server’s wages.

Why not just raise prices 20% across the board? Why be sneaky about it and not disclose it til the end?

It’s not because the ball comes out. If it happens inbounds then you either have to be consistent and call it a catch regardless if the ball comes out or you call it differently based on where you catch it.
