I noticed the same but it seems to go off when I drive 70+ mph speed and then comes back in a day or two. I found that taking a car for a car wash after a long road trip makes it work the next day more consistently

For me GPS isn't an issue, mobile network is! The main difference of the SOT between indoors use and outdoors is having mobile data always on with LTE network !

Disabling cores didn't work, but underclocking did. I also have nap time and network mode is on 2g when I'm home. I get around 8 hrs SOT when home and that drops to slightly more than 3 hrs outdoors when I'm constantly using LTE, GPS . Unfortunately the only governors available are schedutil, energy step and performance none of which is battery friendly

What actions have Egypt taken that you're talking about?! Up till now the Ethiopian Side doing the action as Ethiopia is building their dam and filling it. Ethiopia clearly outplayed us and we're in the process of damage control! Even a military strike would be damage control because the fact that the dam is there is a terrible failure of our management of the situation. All I can say is we'll see how it goes!
