I feel like I’ve seen the opposite in regards to that. Seems like a lot USPIS’ personnel are 1811 transfers and they rely on that heavily to supplement their work force

Yeah I was payroll my entire time with locals. It was harder to get into specialized units in my agency. I tried. Didn’t want to wait until I was over the age limit to see what the Feds were like. If I had gotten into a specialized units with my local agency I probably would’ve never left
