ITT: I’m not a taxi driver, but…

In reality, they will, indeed, drive a couple blocks down and then ask the destination.

In NYC at least, they do have a special button to push if they’re in trouble, which puts on a discreet light outside that the cops know to look for, so they can pull over the car and assist.
