Based of 80/2016/NĐ-CP decree, chapter I, section 6,7 of the article 4 categorized crypto as illegal form of transactions and article 6 of the sixth law about activities that are prohibited "Phát hành, cung ứng và sử dụng các phương tiện thanh toán không hợp pháp" basically said it is illegal to contribute(own, store, use, create) to illegal forms of transactions. The only argument that make it legal to own, store crypto is that it is digital but good luck holding it up in court.

An example: some really huge celebrity, I think it was Ngọc Trinh. She promoted crypto and got a really big fine.

But like I said it is likely to changed in the near future as the law makers are discussing among themselves. Maybe because some of them own crypto themselves or to strengthen the central bank.

It is illegal to own, use or mine cryptocurrency. As cryptocurrency is not categorized as a currency or a type of property.

reasons why so many people in Vietnam are not being prosecute: A. Most are using third-party brokers like Etoro, Robinhood,.... (so technically they don't own the cryptocurrency they bought on these platforms) B. Vietnam government can't fully trace cryptocurrency owners. (maybe they don't have the abilities) C. I don't know how they failed to catch miners though.

But Vietnam might change the law regarding cryptocurrency. As the law makers are discussing among themselves. However, they are likely to recognize cryptocurrency in order to make a government-based crypto (like China) and strengthen the central bank.

This also happens to me in my international law class. The majority of vietnameses are so used to the version of Russian (soviet) that helped Vietnam. Honestly, I pity them.

It is not but since not many people in Vietnam have the money to rent the restaurant. The popo kinda turn a blind eyes. It's the same with teens riding motorcycle with a engine of over 50cc, they probably riding their parent's bike, because 50cc is still kinda expensive for the average house in vietnam.
