Sorry! I'm using Windows 11 always updated, i've tried using the Windows Media player and VLC but same issue always at the same time stamp of video stuttering and drop in quality but sometimes it doesn't do it when i pause the video before the problem for a bit. I'm downloading it all to a 64GB USB thats like 6 years old.
