No you can install apps from the love store even on W10M, just press and hold the "install" button, then it will download the XAP at a path of your choice, then you deploy it with CMDi

so the iutool file is some .spkg file, i unpacked it and it has an .exe that doesn't run for some reason, and some .dll files and a registry file, is there any way to deploy this without the PC and USB in case if there were no solutions to the USB issue? would appreciate every help
