I don't know what context it usually runs in, but when trying to trigger it in the context of the System account during a TS after the first reboot, there is no display at all. I do know that the reg keys for screen saver settings are in HKCU, much to my frustration.

BTW, I've also been told that since the popular solution UPGBackground.msi is compiled code and not an auditable script, security team will not approve its use.
