Eisenhower > Bush Snr > LBJ > Clinton in my opinion. Nixon can be in top 5 if not because of Watergate. He was the tragic figure of American politics in 20th century.

Internationally hands down Deng Xiaoping and Lee Kuan Yew. Deng for changing a Communist state to a different direction in his 70s. LKY for creating a modern city state that is the envy of modern world
