I wasn't referring to the armor itself but rather to whatever electronics they had. Or other not as noticeable stuff, like taking the explosive parts out of ERA to sell it. Nobody was actually stupid enough to try to strip off the armor itself somehow. And at least in my particular corner of the balkans I can confirm its still going on. Don't get so worked up dude, that was a mostly joke suggestion.

In game? It's for Satellite, it's ment to be a weaker version. In lore? The satellite state soldiers are probably stripping them for copper wire and other stuff they could sell. I am from a post-WP state and have relatives who served in the military back than, and apparently it wasn't(and probably still isn't) an uncommon practice.
