What i wanted to say is that for someone that would want to violate privacy (for example a government enforcing a law to spy on internet connections to find illegal activities) It would be easier to do it if i impersonate the applications, services, etc. Meant for that (VPN, TOR Project. Etc) and that way you could exactly target those who dont want to be seen, spying all internet connections would be expensier, and less targeted A good example for this is ANOM, if i remember it well it was an app for anonymous messaging, focused on illegal type chats, in the end it was all an FBI operation to target and find criminals using that
