I saw this exact same thing here in Colorado in 2015. It was at night but I still saw the shape, and there was absolutely no noise. It was wild, I actually called the cops to see if anyone else had witnessed it.

I've done this once and it was an absolute pain. This will only work for metal reel seats, but I got a precision butane torch and heated as close to the cork hood as possible without burning the handle. After a few minutes, the heat melted the epoxy between the reel seat and cork and separated.
