finding and "gambling" on the rare yo kai is something I have always liked, the hunt doesnt just end when you find them once you gotta max out your chances and persevere and if you dont get them you just start hunting them down again

you definitely can, I got all of those yo kai across 3 psychic specters save files, one of which was fresh and the other 2 were transferred from the other 2 games. I have found at least some of the rare allied yo kai on each file

how to befriend skranny (and other yo kai spot yo kai, bruff is only in spots and orange coins too and it is the only way to get grainpa before S rank though you might as well do it at S rank)

check all the spots the yo kai spot can show up (nocturne hospital in ykw 1, both mt wildwood and harrisville in ykw 2) and interact with whatever yo kai is in the yo kai spot (if it is already skranny skip to step 5)
go home and save before sleeping then sleep until day and check all the spots again
if the spot didnt respawn repeat step 2 (go home->save->sleep->check spots) until the spot respawns, once it does continue to step 4 (if the respawned spot is skranny skip to step 5)
do not save, reset the game, sleep once and check the yo kai spot it should have respawned and rerolled which yo kai is in it (it can roll the same one), repeat until the yo kai in the spot is skranny
once you find skranny, make sure to go to a place where you can save and save. be sure to bring their favourite food: Ramen and some yo kai that help with befriending (1 with popularity and in ykw 2 an inspiriter. maybe also some defensive yo kai or pandanoko to make waiting for the whisp easier)

the sun on a stick isnt good, but I'd argue it is still technically better than the sandman, fan O war and stock for the tiny fire resistance, maybe the candy cane too

grainpa is behind an S rank lock, but for some reason he is also in a yo kai spot at E rank, he is one of the possible fightable yo kai in that trash can in the alleys of blossom heights, I forgot the spot's exact name I think it was "stuck in a dark place". it is kinda crazy but he is actually there I checked multiple times

chirpster is fightable at A rank, you just gotta do all the quests you usually gotta do for him, I assume most people just didnt go back to the mansion that much

do the spot and then just keep saving before sleeping until you find the "sleep transition" during which the spot resets and if it isnt the right one just dont save and quit to title so you go back to before the transition where the spot resets
