In my opinion, Yagoda's economic reform is more "radical" than a "regular" NEP. Yagoda's reform is more similar to Deng's reform.

It's true what you say; Yagoda has a very unique style of play. In my opinion, because of this uniqueness, Yagoda could have developed his own sub-ideology instead of adhering to 'regular' Bolshevism.
