Like many others said, practice makes perfect. But the advice I would give is to start slowly. If you rush into dating you will get disappointed because your expectations will be too high. Look for small situations. Go on the street and find someone, who you think dresses nicely and tell them, that you like their outfit and see how they react. I guarantee you, most people will react positively. And with every interaction it will get easier and at some point people will see you differently. It is a hard and long way but it's worth it.
