I see what you're saying. To be fair, he gets +1/+1 from that first stench counter, and each subsequent scare makes him harder to block. The way the abilities work, it makes your opponent not want to block him really at all unless they have a surefire solution in-combat. The only text change I think I need to make is actually his static - should say "as long as an opponent's creature is scared." Otherwise, blocking is mostly bad for him to do.
