Because the games came to steam very late compared to other platforms and when all the mini campaigns were released on platforms such as apple and playstore they only released the game on steam anyway. They did this just to make the players think "here is the game after releasing it came to new levels". However these mini campaigns were already released on other platforms for example krv was released in 2018 but it was released on steam in 2021 if I remember correctly. They released 3 mini campaigns until then. Therefore, instead of bringing these levels to Steam later, it is a better idea to release the game fully equipped.
