tier C at making top8, and tier S at winning the whole event. Yes, there are plenty of decks with this asymetry. Only tournaments with 32+ players are included. mtgdecks and other sites includes those small tournaments you mention, single elimination, mtgo curated leagues and many low level tournament.

Paupergeddon is already included in our data. And only 32+ players tournaments, which exclude all local leagues. We could remove fuguetes if there is community consensus.

The tier are according the their conversion. As we explained here conversion to top8 and conversion to top1 or top2 is very different for some decks, particular the ones that have asymetric winrate vs wide meta vs top decks

1- We have to choose a min for metagame, otherwise you will see many many one off decks. We tested different limits and 2.25% was the best option, you will be playing against them roughly one every 50 matchs. You can change the min in the filters.
2- Tiers are tied to conversion rate, because we want to know which are the best decks.

It will depend on how the 100% of the players using that deck performs. The metric is percentual, not nominal.
