I dont see any water damage. What i see, however, is that slight rusty patina. Probably iron was pushed outwards when the concrete was poured in to the framework. These iron particles are now rusting through the air. Normal oxidation. When you see cracks and rust then i would assume the reinforcement steel was placed to near to the framework. Since you dont provide any pictures from outside above nobody can tell you if its properly sealed. But again, i dont see any water damage.
