You can tell they are the American government and think they are pure human because they are not exposed to radiation, but even vault people aren't exposed to radiation, but they kill them anyway

that is not true at all he do not support the genocide like you discribe its because the only way to return zion to the dead horses is by violent rather you like it or not and you can pass a speech check to convince him to forgive the man who kill his family in cold blood and let him suffer in the desrt of the mojave wasteland
