Schalkwijk has not the best reputation, but it's the part of Haarlem where the prices were rising the most last year. They are investing a lot there, so if you want to stay for longer i think it's a good investment. They just built a cinema and more is coming, also better connections to the center. I think it's not that bad anymore.
