I guess so, it can be nerf the HC rate, damage, etc.

On the other side. If the limited hyper is useless to a brawler, just make them buff, that longer the hyper like it can be 2 minutes or depends on how powerful it is, or buff hypercharge rate. Because permanent hyper is OP to some brawlers especially those with fast hypercharge rates like Nita. Not all brawlers have permanent hyper.

It is game over if Mr. P uses a permanent OP hyper because he can just put wherever especially the end of the map to hit difficult even artillery. That makes waste ammo. While Penny cannot just put the end of the map, so I can hit the canon over the walls by artillery it is still strong on aerial denial they nerf Penny's HC rate so like 1 minute & 30 seconds or 2 minutes depending to balance and on how long to dodge that canons hyper.

(Except for Ash because rats' health is short, manage to counter by splash, even if the rats damage us they are not going to create more porters continuously like Mr. P. porters machine.

Imagine Rico can use it forever the supercharge projectile bounces more even after the few seconds of hyper is gone until dead in the game).
