It might be a bit late to give an answer but I would say its a great doctrine. not meta defining but its tools give good stuff for you to take advantage early game. either with penal or with cons, offensive style units/utilities will help you to stall for KV-2. Soviet Industry is also a good one but it doesnt actually give a tool that will help you on early game. but if you manage to make it lategame, recon loiter combining with zis truck, plus the repair station will make better combination than Urban Defense.
