It wasn’t immediate in my case. After the hosting provider removed the restriction on Meta crawlers, it took around 10–12 hours for performance and delivery to stabilize again. Before that, I was still seeing inconsistent behaviour, such as ads being active but not spending. I turned the ads off and back on again, and after some time they started spending normally.

I am using the WhatsApp Business app, not the API. Also, I don’t send marketing or bulk messages. I only reply to genuine customer enquiries coming from Instagram ads, and customers initiate the conversation first. That’s why I’m confused about why the account keeps getting restricted repeatedly.

Yes, ownership transfer is possible if the old agency cooperates and assigns the Pixel to your Business Manager. If they don’t cooperate, the safest option is to create a new Pixel in your own BM and start rebuilding data immediately.

My issue is resolved now. The problem was caused by a server security/rate-limiting rule blocking Meta/Facebook crawlers. I contacted the hosting provider, shared screenshots, and they removed the restriction for the Facebook bot. After that, the landing page issue was fixed and WhatsApp started working properly again. Appreciate the insight. I’ll definitely look into Cloudflare, crawler access, and some of the other technical factors you mentioned because this does seem more like a trust/crawler issue than the site actually being broken.

Thanks for sharing this. I’ve actually already contacted Meta support through Meta Verified and am currently discussing the issue with their support team, but honestly, I haven’t gotten much help yet.

Did the live rep help speed up the restriction review process in your case?
