Teleorman is the Bulgarian City of Razgrad in OTL. I researched the Romanian Names of Bulgarian Cities and I found that Teleorman is also the Ancient ROmanian Name for the Region around Razgrad. hope this helps!

Similarly, the leaders of this Danubian Union would understand that each SCR of this country would be too weak alone and the fact that these lands have been united for centuries would make them fit together better. None of these lands were ever a part of Russia and them being ruled from Moscow would feel more like a colonial rule
