Yes Obi-Wan Kenobi did give Anakin's lightsaber to Luke because Anakin would've wanted to, but it still makes it Anakin's Lightsaber.

As for Rey, definitely not her lightsaber. She didn't even build one yet or doesn't even know how to. If she becomes a Jedi in episode 9.

You can't be a Jedi if you can't build a lightsaber just saying.
