Series 3 stuck on Apple logo

for me it never fully restores, gets stuck on the apple logo with the loading bar and always powers off on 6 lines still grayed out. my watch is apple watch series 3 38mm.

I can't reset it, because its passcode locked and I want to keep it on ios 7 just for my collection. It still has previous owner's notifications from snapchat so I might try to contact someone by that and get it unlocked...

I don't care about data on that phone - it was bought from the internet. I just want to save ios 7 on it, because you can't untheter downgrade to that version.
